The APA uses "S" (Starter) to designate -2 goal players. Progression from S to -1 and then to 0 requires passing specific competency assessments. The system ensures beginners develop proper fundamentals before competing at higher levels. State associations may have slightly different interpretations, but the APA coordinates national standards.

Assessment Process
State Handicap Committees (Victoria, NSW, Queensland, etc.) conduct local evaluations, with the National Handicap Committee ensuring consistency. New players start at S rating and must pass a rules test to progress to -2. Further progression requires demonstrated competency through supervised play and tournament participation.
State committees meet regularly during the season. National handicap reviews occur biannually: June changes take effect immediately, December changes are effective January 1st of the following year.

Eligibility & Rules
